Critical Need During Financial Uncertainties - May 2006

On May 2, 2006, we will be asking voters to renew the 18 mill and 2 mill Non-Homestead Millage Renewal. In general this is renewal on industrial, commercial, business, rental, and second homes to not more than the statutory rate of 18 mills permitted by the state. This proposal will NOT raise the millage rate (6 mills) or taxes of an owner-occupied primary residence. Voters approved a ten year renewal (December 1997 – December 2006) of both the 18 mills and 2 mills non-homestead levy in June of 1997. As the result of the Headlee Amendment, however, the 18 mills has been reduced each year. Therefore, the 2 mills provide the restoration protection to help maintain the full 18 mills each year. The non-homestead property tax is never more than the statutory rate of 18 mills permitted by state law.

 

What does the Headlee Amendment do?

The 1979 Headlee Amendment to the Michigan Constitution added a provision to require a “roll back” in millage rates if the local non-homestead tax base (taxable value) increases more than the rate of inflation.

 

How does this affect the Webberville Community Schools district?

Because the voters approved a 2 mill buffer against the potential Headlee roll backs, the district did not loose any revenue from non-homestead property tax of 18 mills.

 

How much does the 18 mill non-homestead property tax provide in annual revenue?

The 18 mill provides approximately $590,000 in annual revenue. This represents approximately 11.5% of the annual revenue we receive.

 

If approved, how much will the proposal cost me each year?

This is NOT a homeowners property tax! Therefore, for homeowners approval will cost you nothing. If you own a second home, business property, or commercial property, there will be NO increase in your current property tax.

 

Where and when can I vote?

Voting will take place on Tuesday, May 2nd, at the Leroy Township Office and in the Webberville Cultural Center located on Main Street . If you do not know your voting location, please contact the Leroy Township Office at 517-521-3729. Polls will be open from 7 a.m. to 8 p.m.

 

Absentee ballot information

If you will be out of town on the day of the regular school election, if you are physically unable to attend the polls, or if you are 60 years of age or older, you may vote by absentee ballot. Absentee ballot applications are available at the Leroy Township Office. In addition, the township office will be open on Saturday, April 29th, from 9:00 a.m. to 2:00 p.m. for absentee voting.
